The core of this phrase is a wonderfully intuitive metaphor, rooted firmly in the physical world. Imagine a flat stone skipped across a pond, barely kissing the water before bouncing off again, never truly penetrating the depths. Or think of skimming foam from the top of a drink, taking only what lies on the very top.
